ਆਹ ਕੇਜਰੀਵਾਲ ਨੇ ਕੀਤੀ ਮਰਦਾਂ ਵਾਲੀ ਗਲ। ਲਗਦੈ ਇਹ ਫਿਰਕਾਪ੍ਰਸਤਾਂ ਨੂੰ ਰਾਹੇ ਪਾਊਗਾ। ਯਾਦ ਰਹੇ ਜਦੋਂ ਵੀ ਕੋਈ ਗਲ ਦਿੱਲੀ ਦੇ ਬਾਬੂਆਂ ਨੂੰ ਮਾਫਕ ਨਾਂ ਆਉਦੀ ਹੋਵੇ ਭਾਵ ਜੋ ਅੰਗਰੇਜਾਂ ਦੇ ਸਥਾਪਤ ਅਸੂਲਾਂ (ਐਸਟੈਬਲਿਸ਼ਮਿੰਟ) ਦੇ ਖਿਲਾਫ ਹੋਵੇ ਤਾਂ ਇਹ ਝੱਟ ਆਰ ਐਸ ਐਸ ਦੇ ਕੰਨੀ ਫੂਕ ਮਾਰ ਦਿੰਦੇ ਆ ਤੇ ਸੰਘ ਫਤਵਾ ਜਾਰੀ ਕਰ ਦਿੰਦੀ ਕਿ ਫਲਾਣਾ ਕੰਮ ਦੇਸ਼ ਵਿਰੋਧੀ ਹੋਣ ਜਾ ਰਿਹਾ ਹੈ।ਤੇ ਫਿਰ ਰੌਲਾ ਪੈ ਜਾਂਦਾ ਹੈ।  ਮੈਨੂੰ ਯਾਦ ਹੈ 1997 ਵਿਚ ਇਕ ਸੰਘੀ ਨੇ ਵਿਚਾਰ ਦਿਤਾ ਸੀ ਕਿ ਮੋਬਾਈਲ ਟੈਲੀਫੂਨ ਦੇ ਚਲਨ ਨਾਲ ਦੇਸ਼ ਨੂੰ ਖਤਰਾ ਹੋ ਜਾਵੇਗਾ। ਪਰ ਮੋਬਾਈਲ ਦੀ ਖਿੱਚ ਐਨੀ ਸੀ ਕਿ ਫਿਰਕਾਪ੍ਰਸਤਾਂ ਨੂੰ ਲੋਕ ਰਾਇ ਨੇ ਲਤਾੜ ਦਿਤਾ।  ਇਹੋ ਜਿਹੀਆਂ ਹੀ ਕੁਝ ਵਜਾਹਤ ਨੇ ਕਿ ਭਾਰਤ ਅੱਜ ਤਕ ਅਸਲ ਲੋਕਤੰਤਰ ਨਹੀ ਬਣ ਪਾਇਆ। 

ਕੇਜਰੀਵਾਲ ਨੇ ਬਿਆਨ ਦੇ ਦਿਤਾ ਹੈ ਕਿ ਉਹ ਵੀ ਦਿੱਲੀ ਵਿਚ ਰਾਇਸ਼ੁਮਾਰੀ ਕਰਵਾਏਗਾ ਕਿ ਦਿੱਲੀ ਨੂੰ ਪੂਰੇ ਸੂਬੇ ਦਾ ਦਰਜਾ ਮਿਲੇ ਕਿ ਨਾਂ ਮਿਲੇ? ਸਾਡੇ ਹਿਸਾਬ ਇਹ ਇਨਕਲਾਬੀ ਕਦਮ ਹੈ। ਕੇਜਰੀਵਾਲ ਨੇ ਜੋ ਬਿਆਨ ਦਿਤਾ ਹੈ ਉਹ ਕਲ ਇੰਗਲੈਂਡ ਵਿਚ ਹੋਈ ਰਾਇਸ਼ੁਮਾਰੀ ਨੂੰ ਮੱਦੇ ਨਜਰ ਰੱਖ ਕੇ ਬਿਆਨ ਦਿਤਾ ਹੈ।

ਪਰ ਇਸ ਗਲ ਤੇ ਕੇਜਰੀਵਾਲ ਦੀ ਦਲੇਰੀ ਤੇ ਦਿਆਨਤਦਾਰੀ ਵੀ ਪਰਖੀ ਜਾਵੇਗੀ ਕਿਉਕਿ ਇੰਗਲੈਂਡ ਵਿਚ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਅਸਤੀਫਾ ਦੇ ਦਿਤਾ ਹੈ ਕਿਉਕਿ ਰੈਫਰੈਂਡੰਮ ਉਸਦੇ ਵਿਚਾਰਾਂ ਦੇ ਵਿਰੋਧ ਵਿਚ ਗਿਆ ਹੈ। ਜੇ ਖੁਦਾ ਨਖਾਸਤਾ ਦਿੱਲੀ ਦੀ ਰਾਇ-ਸ਼ੁਮਾਰੀ ਕੇਜਰੀਵਾਲ ਦੇ ਵਿਰੁਧ ਚਲੀ ਗਈ ਤਾਂ ਵਿਰੋਧੀਆਂ ਨੇ ਕੇਜਰੀਵਾਲ ਦਾ ਅਸਤੀਫਾ ਮੰਗ ਲੈਣਾ ਹੈ। ਕੇਜਰੀਵਾਲ ਪਹਿਲਾਂ ਵੀ ਇਕ ਵਾਰੀ ਅਸਤੀਫਾ ਦੇ ਚੁੱਕਾ ਹੈ ਤੇ ਉਸ ਨੇ ਪਸਚਾਤਾਪ ਕੀਤਾ ਸੀ ਕਿ ਉਸ ਨੂੰ ਅਸਤੀਫਾ ਨਹੀ ਸੀ ਦੇਣਾ ਚਾਹੀਦਾ।

ਸੋ ਇਸ ਬਿਆਨ ਤੇ ਆ ਕੇ ਕੇਜਰੀਵਾਲ ਦੀ ਦਲੇਰੀ ਤੇ ਦਿਆਨਤਦਾਰੀ ਫਿਰ ਪਰਖ ਤੇ ਹੋਣੀ ਹੈ। ਛੇਤੀ ਹੀ ਪਤਾ ਲਗ ਜਾਵੇਗਾ ਕਿ ਉਹ ਆਪਣੇ ਦਿਤੇ ਇਸ ਬਿਆਨ ਤੇ ਖਲੋਦਾ ਹੈ ਕਿ ਨਹੀ।

Delhi chief minister Arvind Kejriwal said Delhi will soon have a referendum on full statehood. 

Hours after Britain voted to leave the European Union, Delhi chief minister Arvind Kejriwal called for a referendum on statehood for Delhi.

Echoing similar view, AAP leader Ashish Khetan said “after UK’s referendum on EU exit, it’s time to have a referendum on full statehood for Delhi”.

A Union Territory with a legislative assembly that limits the power of the Delhi government, the city-state has a unique status.

Law and order, including police, land and civic bodies are controlled by the Union government, which has led to a raging turf war with the Kejriwal government.

While statehood for Delhi was part of the Aam Aadmi Party manifesto, the BJP that had been raising the issue for years kept mum on it ahead of the February state elections.

“Referendum”, though not in its strictest form, has been a vital part of the AAP’s politics. When the party made its poll debut in Delhi in 2014 and subsequently formed the government with the Congress’ support, it said the decisions were taken after getting people’s go-ahead.

The opposition and critics, however, say the vote is not broad-based as the participants are either party members or supporters and results do not reflect the larger opinion.

In July last year, Kejriwal government had asked the urban development department to come up with a feasibility report specifying a timeline, sources said.

The CM had also asked the urban and legal departments to speed up work on a Delhi statehood bill that will be sent to the Centre for its consent.
